'Tell Dick Clift that the Chief Clerk will want to have a
word with him on his return about follow-up action on Hong Kong.
The Chief Clerk will be talking to the Governor about the
main subjects and so there is nothing Dick Clift need do
But there are one on that until the Chief Clerk gets back.
or two points which will arise from the records which the
Chief Clerk imagines Dick Clift has seen. For example,
the Secretary of State has said that he will have a word
with Mr Biffen about British firms exploiting the trade
possibilities which are open to them in Hong Kong and when
he talked to UMELCO he said he would have another look at
the question of nomenclature without giving any hope
that a change would be possible. But we had better
consider whether he should minute the Home Secretary again
on the subject. Finally, there will be the question of
what action we should take to get a decision on a further
quota of Vietnamese refugees.'
