POINTS TO MAKE (Defensive)

DECISION

1. Very sorry unable to help students from Hong Kong, other

Dependent Territories and the Commonwealth.

Examined this very

carefully. UK in difficult economic situation Government

expenditure continually rising. Now having to save on things

that directly affect British people - health service, education

and roads.

FUTURE

2.

Recognise decision equally disadvantageous for Britain and

Hong Kong.

Welcome academic link. We are looking at ways of

easing the position but this will take time and a return to

previous position of full home student status very unlikely.

HONG KONG SCHEME

3. In meantime, hope that Hong Kong's own scheme will reduce

scale of problem. Any way HMG can help in this?
