3. There are separate programmes for the Secretary of State

(Brief No 2) and Lady Carrington (Brief No 3). Lord Carrington's

programme falls into two parts:

a) Discussions: There will be meetings with the Governor and

his senior officials, Unofficial Members of the Executive

and Legislative Councils (UMELCO), and the Urban Council.

There are personality notes on these (Brief No 4).

b) Visits: The visits are designed to let the Secretary of

State see for himself, and be seen to be taking an interest

in, the work of the security forces in combatting illegal

immigration from China, and the progress that has been

made in major development programmes such as the New Towns

and public housing.

Political Issues

The UK/Hong Kong bilateral issues which the Governor will wish

to discuss include a number which have aroused strong feelings in

Hong Kong. (They will also be raised by UMELCO and the Urban

Council). These are:

a) The Nationality Bill. The Secretary of State discussed

this with the Governor on 10 March (Brief No 5). He will

wish to take the Governor's advice on latest position of

UMELCO and how to handle them.

b) Increase in Higher Education Fees for Overseas Students

in the UK. This is no longer the major issue it was in

Hong Kong, having been overshadowed by the Nationality

Bill, but it will no doubt be mentioned.
