and his impressions of the new US Administration and its policies.
Details are at Annex A. The programme in Peking
(1-4 April) includes official talks with the Foreign Minister
and calls on Vice-Chairman Deng Xiaoping and Premier Zhao
+
Ziyang (a separate programme is being arranged for Lady Carrington for these periods); a formal banquet and return dinner; a press conference; a reception by the Ambassador
for the small British community and Embassy staff; a
reception for EC Ambassadors; and some sightseeing.

The party will leave Peking on the morning of 4 April
by special Chinese aircraft for Xian. There they will visit
the aeroengine factory (Chinese collaboration with Rolls-Royce)
and historical sites. They will leave Xian on 5 April,
transferring from the special Chinese aircraft to the VC10 in Shanghai for the onward flight to Tokyo.

OFFICIAL TALKS

Lord Carrington will have two sessions of talks with
Huang Hua. No formal agenda has been set, but we have told the Chinese that we expect the talks to cover the subjects
at Annex C.
First Session
9.
This will cover international issues. The Chinese are
likely to concentrate on Afghanistan and South East Asia.
But discussion of other international problems (eg Arab-
Israel, South Asia, Korea) may also be useful. China is
becoming increasingly active at the UN. As a Permanent
Member of the Security Council her views and votes can be
important.
10. The Chinese will probably invite Lord Carrington to lead off. This will provide an opportunity to set the tone and style. Lord Carrington could note that, as a result of previous political contacts, we are well acquainted with each
