Lord Carrington might visit Baluchistan in the afternoon. SAD will submit separately on this point which is relevant to other activity over Baluchistan;
TIMING OF DEPARTURE FOR HONG KONG: neither HKGD nor SAD see any advantage in leaving Pakistan on the evening of 28 March. It would further shorten an already brief visit. Departure at 1900 (the airport then closes) would mean arrival in Hong Kong inconveniently at 0600. We would recommend that Lord Carrington spend the night in Pakistan. If he left at 0900 on Sunday
29 March he would arrive in Hong Kong at 2000 local, the actual flight taking 8 hours. It would be a short day with no engagements on arrival.
The Governor has sent his ideas for a programme (his letter of 22 December and his telno 29) which is similar to that proposed for September. Decisions are needed on:

PROGRAMME FOR MONDAY 30 MARCH: this is intended to be undemanding. But if the Secretary of State prefers a lighter programme the Governor would be content for most of the items suggested to be cut. He recommends that the visit to the new China Light and Power power station and lunch with Sir Lawrence Kadoorie should stand in any event (because of our strong commercial interest in co-operation with CLP). Is the programme proposed acceptable ?

PROGRAMME FOR 31 MARCH: the Governor has again suggested two alternatives. places more emphasis on the illegal immigration problem (which is no longer pressing) and would involve a rather fuller day. But Lord Carrington might in any case wish to see the border. Which programme would he prefer ? If he prefers the shorter programme in
Hong Kong telno 29, HKGD will submit separately on the question of a visit to a Vietnamese refugee camp;

TIMING OF PRESS CONFERENCE: This could be on the Tuesday afternoon. But the Governor recommends that it should be on Wednesday morning before departure for China.
