Lord Carrington
has already approved this in general terms (my minute of 12 December). The following paragraphs summarise programme planning to date and indicate the points on which we need guidance about Lord Carrington's wishes.

It is not certain that Agha Shahi will be in Islamabad on the dates proposed (Islamabad telno 2 ) but General Zia and Shah Nawaz will in any case be available.

DEPARTURE/ARRIVAL TIMES: departure from London at 2000 on 26 March would get Lord Carrington to Islamabad at 1300 (local) the following day, when there would be no official activities. Is this acceptable ?
PROGRAMME : there will only be one working day in Pakistan, Saturday 23 March. Mr Forster suggests that, provided the talks can be completed in the morning,
