I have the following comments on Mr McLaren's

submission of 20 January.

Timing of Press Conference in Hong Kong

A press conference at the airport immediately before departure to Peking is the worst possible arrangement from the press point of view. It makes it almost impossible for the accompanying journalists to file from Hong Kong, and for us to telegraph verbatim extracts to the FCO and posts. If it is possible for the press conference to be fitted in on Tuesday afternoon, that would be much better from our point of

view.

Provincial Visit in China

From the press point of view a visit to Xian would be better than Shanghai. A visit to China confined to Peking and Shanghai risks giving the impression that the Secretary of State is being fobbed off with the milk round. Many of the accompanying journalists will have visited Shanghai before. will ever have been to Xian. Even though the Rolls Royce team has now left, the association of Rolls Royce with the city would certainly figure in their stories, and there would be a sense of adventure about visiting the ancient capital.
