be pursued, for the time being without commitment: it would be useful for the Secretary of State to know, when the shape of the rest of his programme in Tokyo is clearer, precisely what this would involve. We should also consider whether such a visit would be sensitive in domestic terms in the UK (bearing in mind recent correspondence between No 10 Downing St, the Department of Industry and the Welsh Office about the pros and cons of highlighting Japanese investment in Britain). The time of Lord Carrington's departure can be fixed to suit his programme.
