Secretary of State's Visit to Pakistan and the Far East

I have discussed your submission of 20 January with the Secretary of State and with Lady Carrington. The Secretary of State is content with the itinerary, and he did not comment on the proposed party. Pakistan

Lord Carrington has agreed to all recommendations in paragraph 4, including the proposal that he should spend the night of 28/29 March in Pakistan.

Hong Kong

Lord Carrington is content with the longer programmes proposed by the Governor for 30 and 31 March (paragraph 5 (a) and (b)). On the timing of the press conference (paragraph 5 (c)) I am sure that he would wish to be guided by the views of Mr Fenn, as expressed in his separate minute of 22 January.

China

Lord Carrington does not wish to make a return visit to Shanghai. He would like to stick to his original decision to visit Xian, so long as the present inactivity at the aero- engine plant is not likely to give rise to embarrassment. This would presumably not be a problem if the ceremony mentioned in paragraph 1 (b) of the annex to your submission coincided with Lord Carrington's visit. If, however, the post recommend strongly against a visit to Xian despite Chinese satisfaction with their collaboration with Rolls Royce, the Secretary of State would wish to seek suggestions for places other than Shanghai which he could visit instead: he notes that HM Ambassador does not recommend Chengde and Datong.

Lord Carrington agrees to travel to Tokyo on Sunday 5 April.

Japan
