SECRETARY OF STATE'S VISIT TO HONG KONG: 29 MARCH-1 APRIL 1981
Problem
1. The Governor has telegraphed a proposed agenda for the
Secretary of State's meeting with officials in Hong Kong.
Recommendation
2. I recommend that the agenda be agreed; I attach a draft
telegram. FED agree.
Background and Argument
3. Lord Carrington has agreed the outline of his programme in
Hong Kong, including a meeting with officials at 9.30 am on
31 March. The Governor has now sent an annotated agenda for
the meeting (Hong Kong Telegram No 194), which is scheduled to
last about 2 hours.
4. The agenda seems appropriate and all the points in it are
covered in the attached draft Steering Brief.
5. Since Hong Kong/Guangdong relations are very much a local
matter, it would be appropriate to ask Hong Kong for briefing
on this. In view of British trade interests in Guangdong Province
and in the Guangdong Nuclear Power project, I suggest that the
Governor be asked to invite the Senior British Trade Commissioner
in Hong Kong to be present for these items.
