Problem

1.

To determine the agenda for the Secretary of State's meeting

with officials in Hong Kong and to agree a draft Steering Brief.

Recommendation

2. I recommend that:

(a) the agenda proposed by the Governor be accepted, as in the

attached draft telegram;

and

(b) the attached Steering Brief be approved.

Background and Argument

3. Lord Carrington has agreed the outline of his programme in

Hong Kong, including a meeting with officials at 9.30 am on 31 March. The Governor has now sent an annotated agenda for the meeting (Hong

Kong telegram No 194) which is scheduled to last about two hours.

4. The agenda seems appropriate and all the points in it are

covered in the draft Steering Brief. However, this may need to be

up-dated to take account of last minute developments, e.g. arising

from the Governor's proposed visit to London during the week beginning

9 March.
