IMMIGRATION FROM CHINA: ESSENTIAL FACTS
Extent of Problem
1.
In 1980 approximately 80,000 illegal immigrants caught
by security forces. Estimated 70,000 succeeded in entering
urban areas and allowed to stay. Population growth rate
of over 6% per annum (natural growth is 1.2%). Had damaging
effects on economy and social services.
Policy Changes (October 1980)

On 23 October 1980, Governor announced, with HMG's
approval, new policy of repatriating all illegal immigrants.
New legislation requires carriage of identity cards and makes
it an offence to employ illegal immigrants or anyone without
proof of identity. Governor had previously discussed policy
changes with Guangdong provincial authorities. Secretary of
State also told Chinese Foreign Minister in October. Policy
has been successful. Numbers arrested trying to enter
territory dropped from over 200 per day to average of 20.
Chinese have played their part.
3. Reaction in Hong Kong mainly favourable.
Authorities
have been flexible in cases of genuine humanitarian concern.
Taiwan-backed body, Wanderers' Association, made up of former
illegal immigrants, has opposed new policy. Little support
in Hong Kong. Came to London in January.
