LORD CARRINGTON'S VISIT TO HONG KONG: 29 MARCH TO 1 APRIL:
ESSENTIAL FACTS
1. The Programme and draft Steering Brief for this visit are
at Annex A and B respectively. It is not known what particular
points the Governor will wish to raise, but it is the reaction
in Hong Kong to the Nationality Bill which is likely to dominate
the Secretary of State's visit. He has suggested an agenda
for the talks with Hong Kong officials.
