SECRETARY OF STATE'S VISIT TO HONG KONG: 29 MARCH - 1 APRIL

Problem

1.

The Governor of Hong Kong has suggested a change in the programme

for the Secretary of State's visit to Hong Kong (Hong Kong Telno 248

of 7 March).

Recommendation

2.

I recommend that the Secretary of State approve this amendment.

I attach a draft telegram to Hong Kong.

Background

3. The Unofficial Members of the Executive and Legislative Councils

(UMELCO) wish to meet the Secretary of State during his visit mainly

to express their concern about the British Nationality Bill. They

will be looking for an assurance that the UK is not intent on casting

aside its responsibilities for Hong Kong. The original programme

allowed for a 30 minute meeting with the Unofficials at 2000 hrs on

31 March. It is important that the Unofficials feel that their views

are being given full weight. A one-hour meeting earlier in the

programme, as they request, would help convince them that this is so,

and, in the circumstances, is not unreasonable.
