Problem
1. Hong Kong have suggested a draft programme for Lady Carrington
to follow during the Secretary of State's forthcoming visit.
Recommendation
2.
I recommend that Lady Carrington approve the draft programme.
I attach a draft telegram.
Background
3.
Lady Carrington's programme follows closely that of the Secretary
of State's except that it omits the meeting with Sir Y K Pao on
30 March and is different for the morning of 31 March. The programme
should provide Lady Carrington with a balanced picture of the
territory, its achievements and its problems.
4. Personality notes of the people whom Lady Carrington may meet
will be submitted later.
