I enclose a set of briefs. Of the list, the following are still being prepared:

Arrangement

Briefs Nos 11 and 17 are still partly in draft.
2. We will send them as soon as possible, if necessary telegraphing the 'Points to Make' on Nationality.
3. I am sending this to you under personal cover. This will enable you to filter further distribution on a need-to-know basis. Obviously some need very restricted handling, particularly the China ones. In addition, I would be grateful if you would regard No 7 on the Multi-Fibre Arrangement as for your eyes
