1. You asked for a note on matters we need to raise with Mr Davies at tomorrow's meeting:

a)

Vietnamese refugees

Much will depend on this afternoon's meeting with SEAD, but the main issue is a new UK quota. When does a decision on this have to be made? The Americans have indicated a need for an early favourable decision (Mr Davies' letter of 15 December) whereas we see strong grounds for awaiting Lord Carrington's return from Hong Kong before the issue is put to the Cabinet.

b)

Illegal immigration

Is the new policy posing any problems; in particular is there any evidence of underground communities of illegals being established? When are the Wanderers likely to come to the UK? ( 1 have now sear

Recent Chinese statements on control of legal immigration have been rather discouraging. What has the Hong Kong Government in mind?

d) Defence Costs Agreement

Are there any problems, particularly over the replacement patrol craft? (Mr Davies has come here to discuss this with MOD).
