HONG KONG: MR BLAKER'S MEETING WITH SIR JACK CATER:

1. I attach brief notes on the present state of play on current
Hong Kong issues for this meeting.
2. Sir Jack is at present on leave. He will retire from his post of
Chief Secretary in the autumn and take over as the London Commissioner
on 23 November.
3. Mr Williamson from the Department will be present.
