DEVELOPMENTT ASSISTANCE FROM THE UNITED NATIONS DEVELOPMENT PROGRAMME (UNDP) 1982-1986
When the Administrator of UNDP was in London towards the end of 1980 he said that certain eyebrows wore being raised within UDP circles at the continued presonos of Irunel, Hong Kong, Lemmuda and the British Virgin Islands on the list of recipients of UDP assistance. He asked us to reflect on when those countries might be in a position to become not contributors to the Programme.

The Secretariat in New York is currently calculating the notional allocations of aid, known as Indicativo Planning Figures (IT) for all WDP recipients for the quinquenniwa 1932-36, le ume's Third Programming Cycle. The present indications are that mei (410,64. CHIP per capita) may receive en IPF of around $200,000, Hong Kong ($3,040 GM per onnita) armml $500,00K), Bermuda (19,260 GIP per capita) around $550,000 and the BVI (GRP por cepita not kno:m) around $450,000. In the muscat, Second Progrumming Cycle which anis in December 1931, these countries have contributed varying, and in genaral, unknown amounts to UDP in the form of voluntary programme costs, ie contributions to help moet expenses incurred by UDP in local currencies in the execution of projects.

At the 27th Session of the Governing Council of UDP in June 1920, we joined with other delegations in endorsing a proposal to allocato 80's of UMP'a estimated incono for the Third Profrerming Cycle to the poorest countries (ie those below £500 MP per capita). We also joined in the consensus Decision / of the Council which urged all recipients in a position to do so to voluntarily marrender their country Ifs or utilised UDP resources on a fully reimbursable basis. That Decision also requested the Administrator to consult all recipients with a per capita GIF of over £1500 regarding the establishment, on a voluntary basis, of regular contributions and reimbursement targets for each of the years 1982-86, as set out in the extraot from that Decision, attached to this nimite. In toms of the voluntary reimbursement targets, UDP have now advised na that the effects on the four countries in question would be as follows-

I am not at all clear what is the constitutional position between HG end the Governments of the four countries concerned and would volcane your initial guidance on this point. There is no doubt, however, that the UN regards us as
