2. The delegation should not accept the use of any language

in resolutions, etc, which states or implies any of the

following:

(i) that the South African Government is illegal;

(ii)

(iii)

(iv)

(v)

(vi)

that we recognise any 'national liberation movement' in

South Africa;

that the situation in South Africa is 'colonial';

that the South African Government is by virtue of its internal policies, using aggression against other countries and thus posing a threat to international peace and security;

that the apartheid policy of South Africa represents a threat to international peace and security;

that member states should break all or certain specified

links with South Africa.

3. If any doubt, delegations should refer to the FCO for instructions

(233 5630).

NB: The delegation should refer back to the FCO on any statement or text which uses Chapter VII language, ie which declares that the situation in South Africa presents a threat to international peace

and security.
