The credentials of representatives and the names of members of a delegation shall be submitted to the Secretary- General, if possible not less than one week before the
opening of the session. The credentials shall be issues
either by the Head of the State or Government or by the Minister for Foreign Affairs.
Credentials Committee
Rule 28
A Credentials Committee shall be appointed at the beginning of each session. It shall consist of nine members, who shall be appointed by the General Assembly on the proposal fo the President. The Committee shall elect
its own officers. It shall examine the credentials
of representatives and report without delay.
Provisional Admission to a Session

Any representative to whose admission a Member has
made objection shall be seated provisionally with the same rights as other representatives until the Credentials Committee has reported and the General Assembly has given its decision,'
