Pakistani attempts to find a solution

4. The Pakistanis have remained in the forefront of the efforts to find a solution to the Afghanistan crisis. were instrumental in drafting the UN General Assembly resolutions. They were also active at the Islamic Conference in Taif, and took the lead in pressing for a firm resolution at the Non-Aligned Meeting in Delhi.
European Initiatives
5. In March 1980 the Nine adopted a proposal at the suggestion of Lord Carrington, that a possible solution lay in a 'neutral and non-aligned Afghanistan'. In January 1981 the former French President, Giscard d'Estaing put forward the idea of an international conference.

6. On 30 June 1981 the European Council issued a statement on Afghanistan proposing a new attempt to pave the way to a political solution in Afghanistan. They proposed the holding of an international conference in two stages, each stage being an integral part of the conference:
i.
Stage one would be attended by the permanent members of the Security Council, Pakistan, - India, Iran, the UN Secretary General and the Secretary General for the Islamic Conference. This would work
out international arrangements for the cessation of
external intervention and the establishment of safe-
guards to prevent it in the future.
ii. The second stage would also be attended by
representatives of the Afghan people. Its purpose would be to reach agreement on how to implement the
arrangements proposed by stage one and on all other
matters relating to an independent and non-aligned Afghanistan.
