The Council of the Intergovernmental Committee for European Migration,
Bearing in mind that Article 25 of the Constitution confers juridical personality on ICEM and such legal capacity as may be necessary for the exercise of its functions and the fulfilment of its purpose, and that ICEM and its staff should enjoy privileges and immunities as provided for in Article 26 of the Constitution,
Having been informed by the Director that the absence, in certain countries, of any agreement on privileges and immunities for ICEM and its staff is hampering the Committee's operations and increasing its costs,
Having taken into account the comments and recommendations of the Sub-Committee on Budget and Finance (MC/1314) and the Executive Committee (MC/1315),
