I am afraid that under our law we can only grant full privileges and immunities to those international organisations of which Hong Kong or the United Kingdom is a member. This precludes us from granting such privileges to ICM. This situation has been explained to your regional representative, Mr Cistaro.

The ICM organisation here has done a magnificent job in moving refugees for many years and particularly in dealing with the recent influx of refugees from Vietnam. I would like to take this opportunity to record my heartfelt appreciation for this work.

We have been able to assist the local office over some of their practical problems, such as accommodation, and will continue to help in any way we can. I am sure you will find that the absence of diplomatic type privileges in a place such as Hong Kong does not have any significant effect on their work.
