Thank you for your letter of 11 March. The Ambassador is writing to Carlin in reply to Schürch's letter of 3 January 1980. Schurch is no longer the Chairman (elected annually) of the ICM Council and it seems easier to reply to the executive head.
2. I enclose the "constitution" of ICM, the resolution estab- lishing it in 1951. Since then many resolutions have been adopted by the Council; these amplify ICM's role, but do not change its legal basis. I do not think there is any legal difficulty from the ICM side to Hong Kong becoming a member as point (c) of the note attached to my letter of 13 February to David Wilson indicates.

It will take time to prepare a case for the UK rejoining ICM. I agree that it is hard to point to any major disadvantages in continuing non-membership. And there is your point that it might mean agreeing that money would be better spent on ICM rather than on UNHCR or ICRC. We shall reflect on this and revert if we think we must.
