Matters arising from the activities of smugglers, organizers of illegal immigration, narcotics peddlurs and other criminals.

Other matters of direct concern to relations between both sides in the border area.
FREQUENCY OF CONSULTATION

During the first four months, consultation on border affairs will, in principle, take place monthly.

Meetings will alternate, the first being in Hong
Kong, the second in Guangdong, and so on.

The first meeting will be held in the month of
June, 1981.

In case of urgent need, a meeting may be called by either side at short notice either by telephone or by notice in writing. Such meetings will be hosted by the side whose turn it is to host the next meeting.
ORGANIZATION OF MEETINGS

The Guangdong side and the Hong Kong side will each appoint two Liaison Officers and two Deputy Liaison Officers who will be responsible for maintaining contact with each other and for organizing consultation meetings. The names of the liaison officers with specimens of their signatures will be exchanged through the Xinhua News Agency.
15.
Each meeting will decide on the timing of the next meeting and the date in advance of that meeting on which liaison officers will make contact to confirm the date and time of the meeting.
16.
At the time of confirming the meeting the liaison officers on each side will give notice of the topics it is proposed to raise for discussion and the names of those who will take part.
