The China Travel Service in Hong Kong has been assigned as agents to
run the service.
It was reported on January 8, 1981 that the Chinese railway authorities were considering improving the management of transportation of goods to Hong Kong so as to make full use of the transport facilities of Shenzhen.
The transportation of goods to Hong Kong through Shenzhen had not been handled efficiently mainly because of the increasing quantity of cargo for export as a result of a change in the country's foreign trade policy. For instance, only 200 of the 440 carriages of goods for export were handled at Shenzhen every day in December, 1980.

Six measures had been adopted to improve the situation:

Whenever possible goods from coastal cities would be transported to Hong Kong by sea;
goods via Shenzhen would be transported by vehicles using Man Kam To: the handling of goods to Shenzhen through Ping Shek Kau (6) would be centralised;
railway services would be better planned and strengthened;
the storage capacity in Shenzhen would be increased; and
perishable goods and livestock would be given priority for transportation.
Inchcape Enterprises Limited
Inchcape Enterprises (☀ ́ RAJ), the Guangzhou Provincial Department of Traffic (***IB ) and China Merchants Steam Navigation Company (jointly established the Motor Transport Company of Guangdong and Hong Kong (粵港汽車運輸聯營有限公司) in June last year to provide a freight transport service between Hong Kong and Guangzhou, utilising the border crossing at Man Kam To. The company was also authorised to operate through bus services between the two cities (please refer to the item under "through bus services" in this report).

ROADWORKS
A. At Shenzhen
Shennan Highway () in Shenzhen was opened to traffic on January 16, 1981. It is part of a planned highway which will link Shenzhen and Guangzhou when completed. At a ceremony held on January 24 to mark the opening of the high way, the deputy secretary of the Shenzhen Municipal Communist Party Committee ( ), Mr. Zhao Xi-zhi(Z), said that the completion of the Shennan Highway would no doubt accelerate the development of the Shenzhen Special Economic Zone.
The highway, which links up Man Kam To and Nantou (), is 25 kilometres long and 25 metres wide. It will be expanded gradually to meet the growing need.
The project, which was started in July, 1979, cost about RMB $6 million.
B. At Man Kam To
In June, 1980 The Hong Kong Government invited tenders for the widening. of Man Kam To Raod to cope with the increase in vehicular traffic between Hong Kong and Guangdong. Construction work, at a cost of $2 million, would begin in August, 1980 and was expected to be completed within six months.
The work involved the widening of a section of Man Kam To Road, measuring about one kilometre from its junction wth Lin Ma Hang Road, to the border to provide a 7.3-metre wide carriageway for two-way traffic and a 1.6-metre wide footpath for pedestrians. The work had been designed and construction would be supervised by the Highways (New Territories) Division of the Public Works Department's Highways Office.
