EXCHANGE OF LETTERS WITH GOVERNOR LIU TIANFU
Liu Tianfu was "elected" as the new Governor of Guangdong shortly before Jack Cater, the Chief Secretary, went to Guangdong at his invitation. We took the opportunity to pass on a letter of congratulations from our Governor. had done the same when Xi Zhongxun had his title changed from Chairman of the Revolutionary Committee to Governor.

We
We have just received through NCNA Governor Liu's reply. Without saying anything specific, it maintains the level of friendly exchanges. One cannot help thinking, however, that it is symptomatic of Chinese bureaucracy that it takes a month to answer a letter of congratulations and a further 10 days for that letter to travel from Guangzhou to here.

For the record I am enclosing copies of the exchange with the original Chinese as well as a translation of the letter from Governor Liu.
