4. We are corresponding separately with Nationality & Treaty Department on the question of legalisation of documents originating in Hong Kong and hope a simpler system can be devised. In doing this we shall be making further efforts to eliminate the unnecessary use "Colony" in documents issued in Hong Kong. This latter exercise. has not progressed as far as I would have liked and I shall have to ask Richard Margolis to follow up in due course and let you know if there are any further points to add.
