In line with the new emphasis which Peking are putting on the 70th Anniversary of the Double Tenth celebrations in Hong Kong, there will be a different flavour to both this and of October First this year. The details are in Dr Wilson's teleletter of 26 September attached.

I can see no reason why there should be any serious trouble, though the celebration of the Double Tenth by both organisations has the potential for it. The NCNA and the MFA in Peking have already warned us about KMT flags in Hong Kong and we can expect to hear more afterwards.
