General Melo Egidio came through Hong Kong yesterday on his final departure from Macau to take up his new post as Chief of Staff of the Portuguese Army. He has only been Governor of Macau since February 1979.

General Egidio had ambitious plans for the development of Macau, including a new airport and port. As so often there, the practical implementation of plans has been much slower than their conception. Like other Governors he has suffered from the effect of internecine disputes particularly amongst the Macanese. He has also had to deal with ill-advised attempts to increase the power of the legislative assembly at the expense of the Governor. Perhaps the greatest achievement of his period in office has been the establishment of good working relations with China. This is mainly a result of the establishment of diplomatic relations between Portugal and China in early 1979 but also, I think, owes something to the General's own attitude and perseverence.

Our own relations with Macau during the time General Egidio has been there have been very good. General Egidio has always shown himself anxious to maintain close co-operation and, within the limits of endemic bureaucratic inefficiency, his officials have followed suit. We too have done what we can. The two Governors have got on well and a farewell lunch given by Sir Murray for General Egidio yesterday was a markedly friendly and relaxed occasion.
