To regulate air services between HK and Japan.

(c) preliminary work on the financial

evaluation study was undertaken, and prospective consultants were invited to submit their detailed proposals by the end of November;

(a) the PRC Government have not res-

ponded to a proposal to hold in November a second round of technical discussions on air space management with CAAC Guangzhou.

(ii) The Deep Bay preliminary feasibility

study was completed and the report thereon was submitted by the consultants at the end of October.

Talks were held in London in the last week of October. A detailed report is not yet available, but it is understood that it has been agreed to hold a second round in Tokyo in January 1982.

To press the PRC Government, through the British Embas Peking, for a favourable respon and to hold the proposed talks.

To consider the report and decide whether Deep Bay warrants detailed studies in parall with the CLK programme.

Electricity and Energy 4. Oil reserves

To establish strategic reserves of oil products.

(i) The future of Owensbord will be reviewed

by the Energy Policy Committee in November.

(ii) A voluntary code of practice requiring

oil importers to maintain reserves of fuel oil (except for power generation); gas oil and naphtha equivalent to not less than 30 days of net imports during the previous calendar year, has been
