10. Implementation of the

proposals of the White Paper on Primary Education and Pre-primary Services.

Progress made and present position

(b) In the light of the Government's advice to the Lingnan College after validation by CNAA that a reorganization of the College's institutional framework would be needed if the College is to continue receiving financial support from the Government, the College has set up a Working Party to examine the present situation at the College and make specific recommendations concerning both its academic standard and its admin- istration. The first interim report by the Working Party was received in August.

(c) The Council for National Academic

Awards (CNAA) will carry out a further assessment of courses at the Baptist College in November 81.

(d) The CNAA will also be validating courses

at the Hong Kong Polytechnic in November 81 to assess its proposal to offer degree programme in certain courses.

A list of action items in respect of the White Paper was circulated for endorsement. The list will be used as a check-list for implementation. Items in the Pre-Primary field will be co-ordinated by the Standing Committee to Co-ordinate the Activities of Child Care Centres and Kindergartens.

The Education Department has arranged monthly co-ordination meetings on the implementation of the Primary aspects of the White Paper, and Branch representation at these meetings is being sought.
