Purpose
To arrange for an overall review of the Hong Kong education system to be conducted by an independent Panel of visitors, assisted by special advisers.
To prepare plans for the further development of tertiary education.
Progress made and present position
In response to the open press invitation issued by the Secretary for Education, 57 written representations and 30 requests to meet the Panel of Visitors from interested organizations and individuals were received. All the written representations have been forwarded to the Panel members and special advisers and arrangements have been made for the Panel to meet the persons or groups concerned during their first joint visit to Hong Kong during the period 24 October 10 November 1981. The programme for this period includes visits to a wide variety of educational institutions and discussion with officials, advisory bodies, professional associations and groups concerned with education.

Comments from the University and Polytechnic Grants Committee (UPGC) and some departments and Secretariat branches on the Report by the Committee to Review Post- Secondary and Technical Education have been received and are under consideration.
Next quarter target
To receive and consider the 1st draft report
from the Panel of Visitors.
To present an ExCo memorandum to present the result of consulta- tions with UPGC, the Panel of Visitors for the Overall Review and interested government departments and Secretariat branches on the recom- mendations.
