(a) To produce a new high

security version of the H.K. I.D. Card.

(b) To provide a computer

system to facilitate

the replacement (of ID Card) program and support the control processes. To provide on-line enquiry services for Immigration and Police.

Funds have been approved by F.C. Production may be delayed by decision on data processing aspects. DFS being requested to include building works in Printing Department in Cat. D of PWP to ensure accommodation is ready before April 1982. Examination of security features and suitable paper by GP continued.

Finance approval obtained.

Preliminary discussion on requirements were made.

To monitor progress in building works.

Drafting of Environmental Protection Legislation

(a), To introduce an Air

Pollution Control Bill.

There has been a need to clarify the rights of exempted and licensed emitters and the Authority's powers to cancel/vary exemptions and licences. This has been done with particular regard to similar provisions in the Water Pollution Control Ordinance. The compensation clauses are now being drafted and will be considered by EPCOM before the Bill and accompanying ExCo paper are processed further.

To agree new provisions consult EPCOM; and take Bill to ExCo.
