Services took over policy responsibility for Environmental
Protection, his title being changed to Director of
Administration and Environmental Affairs.

Detailed consideration is now being given 'to
the proposed organisation of the new Lands and Works
Branch, and to proposals for strengthening the separate Public Works Departments in order to meet the demands of
greater autonomy. The aim is to have the new arrangements on the Works side operational early in the New Year. Creation of the new Lands Department, as foreshadowed in the last report, is more complex and will take a little longer
1 April 1982 remains the target date for this. Work is
also in hand to strengthen the Transport Department to facilitate its taking over traffic engineering
responsibilities from the PWD Highways Office.
Standing Committee on Directorate Salaries and Conditions of Service (Ross Committee)
In view of the substantial changes t'.at have
taken place in the directorate in many Government Departments
over the last two years, the Ross Committee has decided to
conduct an (8th) overall directorate review in the period
January April 1982. The emphasis of this review will be
on directorate structures rather than pay. Work is in
hand to prepare papers for review by the Ross Committee.
