To monitor and collate public opinion on the proposals in the White Paper A Pattern of District Administration in Hong Kong; and to assist DAEA in formulating plans for the implementation of the White Paper Proposals.
In the first round of registration over 280,007 forms have been returned, with 201,000 from the N.T.

COMMUNITY INFORMATION
Community Information Unit
To improve the collection and presentation of com- munity information.
Review completed on the work and future of the CIU. It has now been established that "opinion polling" on a statistical basis should be separated from day-to- day operations on "politi- cal alertness". CS has agreed in principle that CIU should be made permanent in SHA's organi- sation to be responsible for the polling of public opinion whilst district officers to concentrate on "political alertness"
operations and to report through regular channels.
To draw up detailed propo- sals for CIU's future operation in consultation with SNT, DHA and others and to implement them.
