Purpose

To monitor legal immigration from China and reduce the number to an acceptable

level.

To replace the present form of identity cards by a smaller and more secure card complement- ed by a computerised record system.

Part I (Major Items)

Progress Made and Present Position

13,426 legal immigrants have arrived during the quarter. The daily average was 146. The number of single and double journey permits issued by the Chinese authorities are 8,971 and 4,455 respectively. 19% of double journey permits are still valid for 1 year.

GSC to consider recommendations of operation "Keyboard".

(i) Finance Committee approved financial commitment

on 18th September.

(ii) HE directed on 9th October at GSC meeting that the re-issue be deferred to May 1983 to allow for the full computer system to be developed.

(iii) A new supernumerary post of DD of I will be

created to head the Immigration Department Project Team and the Interdepartmental Working Group.

Next Quarter's Target

To initiate actions to secure agreement to

returning overstayers and devise systems for visits to Hong Kong from people in China.

(i) To monitor the

progress of Interdepartmental Working Group chaired by DD of I and ensure decisions are taken to advise agreed time! table.

which identified 98 assignments for a Departments involved in the ID re-issue w be tabled at next Working Group meetin Acquisition of comput soft ware, negotiati for lease of Amoy Plaza to be used as replacement centre for Kowloon East are expected to be finalised.
