Management of the Directorate
12.
The Branch will develop the concept of an open Directorate
so as to allow more frequent lateral movements of Directorate officers
between grades. Cross-posting of Administrative Officers and
Departmental officers has already started in a limited way and
has proved successful. A proposal is being made to re-structure
the Administrative Service in accordance with the new Directorate
ranks approved by Finance Committee in 1980 on the recommendation
of the Ross Committee. The general aim will be to develop a more
cohesive Government Directorate and to maximise the use of talent
among its members.
Working Group on Indebtedness in the Civil Service
13.
The Bill enabling civil servants to assign part of their
emoluments was passed by Legislative Council in December 1980 and became
law. Steps are being taken to introduce the refinancing scheme in
March 1981, provided that the leased accommodation is fitted out in
time.
Discipline
14.
All recommendations made in the Interim Report of the
Steering Group on Discipline have been or are being implemented.
They relate largely to procedural improvements.
A Civil Servants'
Guide to Good Behaviour will be issued in the next two months or so.
Legal advice is being sought on the precise amendments needed to
delete the formal representation stage in CR 56 and 57 cases and
to delegate disciplinary powers to departments.
Consideration is
being given to the FCO's proposed amendment to CR 62.
