A new procedure has been devised for processing the

recommendations of the Standing Commission.

Briefly, only

matters affecting policy or groups of grades, or where for

some reasons Government wishes to modify or not to accept the

Commission's advice, will be referred to the Executive Council.

Advice on pay and structure of individual grades will be accepted

by the Chief Secretary under delegated powers where it is non-

controversial.

During the report period, 579 vacancies within the

PSC's purview were advertised locally; on 31 January 1981,

496 posts were under recruitment overseas (including 14 posts

of Police Inspector). During the same period 77 newly appointed

officers (including 10 Police Inspectors) assumed duty from

overseas. A high level of overseas recruitment is likely to

continue in 1981.

Recruitment to the rank and file of the Police force

totalled 419 against a recruitment target of 500. On 31 December

1980 there were 1,445 vacancies in the rank and file establishment

of 19,818.
