Report of the Civil Service Branch for the period
1 November 1980 to 31 January 1981.
Civil Service Branch Objectives for 1981
The Civil Service Branch is now "over the hump" as
regards many of the major items of work which have occupied
its time during the past two years. These have included the
aftermath of the amnesty for corruption offences, the
re-deployment of surplus teachers, the setting-up of the
Standing Commission on Civil Service Salaries and Conditions
of Service and dealing with its initial flood of recommendations,
the review of the Pensions Ordinance, the Seventh Review of the
Directorate Class by the Ross Committee, the Refinancing Scheme
for civil servants in debt, the Housing Assistance Scheme for
civil servants and the creation of a new Staff Management Division
in the Branch.

In setting its objectives for the coming year the
Branch proposes to concentrate on those areas where an ini-
tiative by the Branch would help departments to improve their
performance. Among the objectives for the coming year will be :
fresh CSB initiatives on staff management

and staff relations;
