A draft paper on water quality objectives has been circulated to departments for comments. prior to being presented to the EPCOM Special Committee on Land and Water Pollution.
A proposal to declare Tolo Harbour the first Water Pollution Control Zone under the W.P.C.O. and to put in hand control measures to contain pollution levels in that Harbour was recommended by the SCLW on 4th December, 1980. These proposals were endorsed by EPCOM on 15.1.81.
(b) The introduction of these remaining parts is dependent on the set up of control units in relevant departments. For progress in this area please see item 23.

E. P. Agency carry out monitoring and research work to provide factual basis for regulations, codes of practice etc. to be formulated under the Ordinance.
To declare Tolo Harbour as a Water Pollution Control Zone.
(c) Draft ExCo memorandum prepared and(c)
passed to EPA andAG for comments before circulation to Branches and Depart- ments. Additional clauses to clarify licensing of specified processes received from AG. Explanatory Memorandum and trans- itional provisions also received. Reply being prepared with EPA and APCO.
