To monitor and collate public opinion on the proposals in the Green Paper A Pattern of District Administration in Hong Kong; and to assist DAMS in formulating plans for the implementation of the Green Paper Proposals.
The White Paper on District Administration in Hong Kong was published on 14 January 1981 and debated in LegCo on 11th February 1981.
To monitor and assist DAMS with the implementation of the proposals contained in the White Paper.

Juvenile Crime
To study the sudden upsurge of juvenile crime since the beginning of 1979 and to devise remedial measures.
A Working Group on Juvenild Crime was convened by HAB in November 1980. HE had directed that the Group should complete its study by the end of March 1981. The study is being carried out on three different fronts, viz :-
(a) a study of departmental
records of juveniles prosecuted/institution alised to establish a general pattern of crime and the profile(s) of the offender;
To complete the study and submit a report to the Fight Crime Committee and the Governor.
