Progress made and present position

To transfer responsibility from (a) In August 1980 the Education Department took

the Director of Social Welfare (DSW) to the Director of Education (D of E).

To set up in stages a Selective Placement Unit so that the Labour Department can begin to take over responsibility for placing disabled job-seekers in employment in mid-1980.

To plan and implement essential development of elements of a new vocational

rehabilitation system for the disabled.

over from Social Welfare Department (SWD) the World Rehabilitation Fund Day Centre for he provision of vocational training, Staff from SWD remained seconded to the Centre, pending recruitment from Education Department. Two additional floors will be completed by November 1981 to provide an additional 84 training places for the disabled and the establishment of a Vocational Assessment Centre.

(b) The D of E has forwarded a list of ground

floor schools in public housing estates to DSW for consideration in order to accommodate services to be transferred out of the World Rehabilitation Fund Day Centre.

(c) Following discussions in the Education

Sub-Committee of Rehabilitation Development Co-ordinating Committee (RDCC) the D of E is preparing a revised draft Code of Aid.

The Hong Kong Office of the Selective Placement

The Kowloon Unit was opened on 7 July 1980. Office will be set up in June/July 1981. The Labour Department will take over the employment placement for the mentally handicapped from Social Welfare Department in 1982 (Stage II) and the socially handicapped from voluntary agencies in 1984 (Stage III).

ILO experts are currently advising on the training in modules of employable skills, job adaptation and the technical aid and vocational assessment. Their assignment is expected to be completed by August 1981.
