The Steering Committee has submitted an interim report to the Director of Social Welfare, proposing that the review should be carried out in two stages a direct conversion of all subvented posts from the old welfare ranks to the new ones, and the carrying out of detailed inspections of posts in voluntary agencies. The interim report has been endorsed by the Social Welfare Advisory Committee and the financial implications of implementing Stage I of the review have recently been accepted by Finance Committee.
The Review was completed in December 1980. The Social Services Branch has since then consolidated all comments and suggested amendments received on the revised chapters. Updated copies of the Programme are being printed and bound for eventual distribution to concerned Branches/ Departments.
It is intended that a thorough review of manpower requirements over the next five years should commence early this year with a view to formulating specific proposals to meet the shortfall. The terms of reference and composition (including unofficial members) of the Working Party have already been approved by the Secretary for Social Services.
The Social Services Branch is examining a Report prepared by the Social Welfare Department.
