To consider Hong Kong's needs and responses in the light of the proposed levels of fees charged to Hong Kong students in tertiary institutions in the United Kingdom.

The Schools Building Review Committee met on 9 January 1981 to consider progress in respect of schools in the Schools Building Programme,

On 2 December 1980, the Executive Council considered Memorandum XCC(80)131 which put forward proposals for a student travel subsidy scheme which would subsidize secondary school students at various rates according to the distance they had to travel from home to school. Council advised that the levels of subsidy proposed in the memorandum should be adjusted to make them more acceptable to the public.

On 20 January 1981, the Executive Council having considered Memorandum XCC(81)4 which put forward revised rates of subsidy, advised and the Governor ordered that an alternative scheme should be devised which would provide all full- time students over the age of 12 years, including University students, travel at half fare on all franchised public transport modes and on the Mass Transit Railway for all journeys, preferably including travel at weekends and holidays.

The Hong Kong Government's representations are still with HMG awaiting a reply. Student representations on this issue are continuing both in Hong Kong and the United Kingdom.

To monitor progress.

To await reply from HMG and to prepare an information paper for Executive Council.
