Purpose

To carry out a comprehensive review of the Ordinance and to make recommendations to rectify any deficiencies.

To examine practices regarding maternity benefits for women in employment in Hong Kong, the United Kingdom and else- where in the region; to examine ILO requirements and proposals made by various bodies in Hong Kong; and to make recommendations for further consideration by the Government.

To examine the Turner Report and its recommendations.

Drafting approval for an amending Bill to provide for compulsory insurance, establishment of a two-tier compensation Board and measures to expedite the processing of claims was given by the Secretary for Social Services on 15 December 1980.

The first draft of an amending Bill to provide for paid matemity leave for a period of 10 weeks up to a limit of 3 surviving children. was circulated by the Legal Department on 4 December 1980 and has been considered by Social Services Branch and Labour Department. The second draft of the Bill was circulated on 21 January 1981.
