Purpose
To secure early. resettlement of". refugees elsewhere and meanwhile to accommodate them under UNHCR care

Progress Made and Present Position
(a) 696 refugees arrived, and 6,338 left for resettlement overseas. On 31.1.81 there were 20,128 refugees in H.K. all of whom (except 981) were under UNHCR care.
(b) 1,468 ex-China Vietnamese refugees were
repatriated to China.
(c) Implementation of the report of the Refugee
Review Group progressed steadily. Only a
few items remain to be finalised.
(d) Jubilee Camp was closed on 31.12.80 and is being converted into a Reception Centre with a view to becoming operational on 1.4.81.
(e) The IESL Programme for US bound refugees at
ARG 4 commenced on 8.12.80 and functioning satisfactorily.
(f) Accommodation contingency plans were revised
to take into account current and possible fu- ture requirements and expected closure of
camps.
Next Quarter's Targets
(a) To achieve the highest
possible rate of resettlement, and to make submission to HMG for a new resettlement quota.
(b) To continue to press CPG authorities to accept repatriation of the remain- ing 2,417 ex-China Vietnamese refugees.
(c) Implement the remaining
recommendations of the
Report.
(a) Prepare for the closure of
Shamshuipo Camp by 31.3.81; consider closure of the next camp; and complete convers- ion of Jubilee Camp by 1.4.81.
(e) To monitor the progress of
the IESL Programme and the
offtake of refugees who
have completed the course.
The first group is due to leave Hong Kong in early March.
(f) To keep the availability
of accommodation under review.
