Purpose

To monitor legal immigration from China and reduce the number to an acceptable level

Progress Made and Present Position

(g) Proposal for technical consultant to

oversee the modernisation of radar for marine police purposes now with Finance Branch. Other proposals to modernise

night observation devices and provide other technical devices are being evaluated.

(h) Improved security measures at the Macau Ferry

Wharf have been made.

(i) The Chinese authorities have agreed on new

measures to regulate Tolerated Border Crossers.

The rate of daily entry remained at 150 per day for 1980 as a whole. The average for January 1981 was 138 per day.

Next Quarter's Target

(g) To appoint consultant and

complete evaluation.

(h) To review control over all

ports with a view to stopp- ing remaining holes in defences against illegal immigration by sea.

(i) To monitor implementation

of new agreement.

(a) To monitor new trends in

Chinese documentation.

(b) To continue to monitor attempts by Chinese authorities to reduce emigration.

(c) To reconsider policy over overstayers including

the introduction of controls over entry of legal immigrants at Lo Wu.
