Ordinance.
Purpose
Having regard to the
substantial demand for housing, the rate of construction of new housing, the need for adequate maintenance of the existing housing stock and to the interests and needs of developers, owner-occupiers, landlords and tenants and of the community as a whole : to review the provisions of the Landlord and Tenant (Consolidation) Ordinance in all aspects.

The Committee held eleven further meetings (making a total of 26 meetings since March 1980) to discuss the draft Report: The Legal Sub-Committee held an additional meeting to finalise the chapter on legal issues.
To finalise the report for submission to ExCo.

Eligibility of Boat Squatters for Urban Temporary/ Primary Housing.
To review the eligibility of boat squatters involved in development clearances, having regard to :
(a) the open-ended commitment
arising from the fact that boat dwellers were not covered by a survey;
(b) the shortfall of temporary/
primary housing in the
urban areas in view of the needs from other compulsory categories.
Proposals were approved by the Operations Committee of H Housing Authority, whereby boat squatters involved in development clearances, subject to fulfilment of 15-year residential rule, will be eligible for Urban Temporary/ Primary Housing. However, boat dwellers from fires and natural disasters including sunken boats and boats in danger of sinking and those without 15-year Hong Kong residence will continue to be rehoused to NT temporary housing.
To assist the Marine Department to introduce control measures, after which these squatters can be surveyed.
